1 · Eligibility — confirm before anything else
- Organisation registered for 3+ years (Societies Act 1860 / Trusts Act / Companies Act / other Central or State Act)
- Written constitution with a properly constituted managing body
- NGO Darpan Unique ID (NITI Aayog portal) — name spelt identically to registration certificate
- Organisation PAN — same name spelling again
- At least 25% of project cost identified from own or other sources
- Income & expenditure statements for previous 3 years + previous year’s balance sheet certified by a CA or government auditor
2 · Compliance infrastructure — complete before drafting
- PFMS portal registration completed
- Zero-balance subsidiary account opened with the designated bank (Central Nodal Agency system)
- Bank details ready for the electronic-transfer annexure
3 · The application form (CFPGS proforma, 03.05.2019)
- Identity fields filled — name, address, registration Act, number and date
- Project brief written in not more than 150 type-written words
- Full synopsis — structure, duration, artists, staff qualifications and experience
- Item-wise budget — recurring and non-recurring shown separately; grant sought; source of the 25% counterpart funds named
- Declaration signed by an authorised office-bearer
4 · Documents to enclose — the (a)–(g) checklist
- (a) Constitution of the organisation (MoA / registration deed)
- (b) Constitution of the board or governing body, with particulars of each member
- (c) Latest annual report
- (d) Detailed project report
- (e) Audited accounts for the previous three years
- (f) Indemnity bond in the prescribed format on stamp paper
- (g) Bank proforma (electronic-transfer mandate)
- Recommendation letter — from a National Academy, a culture-related Government of India organisation, the State Government / UT administration or a State Academy
5 · Submission
- One final completeness audit against every box above — incomplete applications are summarily rejected and returned
- Post the complete file to: The Director, North Central Zone Cultural Centre (NCZCC), 14, CSP Singh Marg, Prayagraj — 211001
- Applications are accepted throughout the year — no annual deadline
